Description from meta tags.
Tell me what to change on the site? More precisely, where to insert the desired text for the title, so that Google would put it in the snippet?

For the title, the title, H1, H2 or other text from the page can be taken. For description - description or text from the page. Depending on the wording of the request, the snippet will look different. You need to collect the most frequent requests and make the title, description and text on the page based on them so that the snippet looks good for most requests.
