I can’t find where the woocommerce personal account translation file is stored.

These translations are in the woocommerce domain .
You can see in the code where they are set here.
So when changing the language (standard method), the Woocommerce language pack of the language used should be used.
If the template has its own language switching, then this may not work, you already need to look here.
To overwrite language packs, you can use Loco Translate
