How to change the system time in a domain?

I can’t change the system time on Windows Server 2019.
In the Change Date and Time window, the Change button is not active and there is an inscription "Some settings are hidden or managed by your organization."
The domain is enabled, I'm logged in as Administrator ....
In Tools -> Group Policy Management -> Default Domain Policy -> Computer Configuration -> .... -> Local Policies -> User Rights Assignment->Change System Time Access Granted Administrators, I also added the "Domen\Administrator" user, which is a member of the Administrators group. xs why does not work ....

In the local group policy that I call gpedit.msc, the rights are also set ......

In a domain, the time of all computers included in the domain is synchronized with domain controllers. If you want to change the time, then it is more logical to do it on the controllers.
