In ADSI, you can change the rangeUpper of the Initials object ( pyatilistnik.org/kak-vnedrit-pole-otchestvo-v-acti... You need to connect to the Schema Master.
The consequences of this change are poorly predictable. Problems can easily pop up with systems that use this attribute, e.g. Exchange (see comments here: https://eugenpavlenko.wordpress.com/2012/02/25/%D0...
If it is acceptable to use other existing attributes (e.g. extensionAttribute*) , better do this..
Even adding a new custom attribute would probably be better than changing an existing one.
