Good day everyone.
I can not find a solution to this problem: Windows Server Standard SP1 is installed.
It is necessary for all users to change the layout language to Russian, instead of the currently used English. I found how to change the language to the general password, but it does not help. I expose hands at any user - does not work after an output-input.

In the HKEY_USERS\.DEFAULT\Keyboard Layout\Preload registry, you can get the codes HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Keyboard Layout\DosKeybCodes. Paths may vary slightly from version to version of windows.
