How to change the encoding when uploading via SFTP?

Tell me please. I upload images to the server via sftp, file names are in Cyrillic.
The problem is specifically in the letter Y, when copied to the server, it is encoded in %D0%B8%CC%86
instead of the normal %D0%B9.
If you rename the file on the server with your hands, then everything works fine.
The problem is that a link like //site.ru/content/free.png is encoded in //site.ru/content/%D0%BB%D0%B8%D0%B4%D0%B5%D1%80%D1 %81%D1%82%D1%80%D0%BE%D0%B9.png
And on the server I have this file /content/%D0%BB%D0%B8%D0%B4%D0%B5%D1% 80%D1%81%D1%82%D1%80%D0%BE%D0%B8%CC%86.png
PS My server, ubuntu 16.04. Perhaps the problem is in the config of the ubuntu or ssh server, I don’t know where to dig.
UPD I tried to upload Taymweb via sftp to shared hosting, the same problem. So the problem is not in the server configuration.
UPD: MacOS glitch, when uploading files under win to hosting, everything is fine.
