Why does the encoding code not match the table ones?

Used ASCII to text converter
When you enter the word "hi" - gives out 104 105
When you enter Russian characters "pr" - gives out 208 191 209 128
How is it and what in general? I can not find the answer ... What follows the program?

ASCII only defines Latin characters. You are using UTF-8 encoding, where each Cyrillic letter corresponds to 2 bytes.
