How to change the comment template in Bitrix?

I am making a comment template in Bitrix. Html comment code is in my template->bitrix->adapt->template.php file. But Bitrix does not react to changing this template, everything is loaded from the system component, I don’t want to change anything in the system component. Please tell me how to be? Bitrix has several ways to implement comments, please specify which component did you decide to use?

first copy the component template correctly (you can use the menu)
and then change this copy
