How to disable caching in Bitrix site management?

Hello.
For the first time making a site on birtrix, we encountered one unpleasant moment, namely:
The system constantly caches everything (the cache is disabled everywhere, including in individual components).
When you change any component, you have to wait a few minutes for the changes to take effect.
In sum, this complicates the development process and begins to annoy, there are suspicions that this is being fixed somehow ... The
question is how?
Thank you.

@AlexanderWalker

if caching is disabled in the Bitrix itself in the admin panel, then it is logical that it is on the side of the proxy server, for example, nginx, or the cacher opcode in php, the
first is treated with nginx settings, the
second with php settings
