Is it possible to manage these parameters in macOS? For the built-in monitor something I doubt that it is possible. And for an external monitor, you can if the setting is available.
System settings -> Monitors
If the settings are "default" - then 60Hz, if the hertz is cut - below the settings there will be a drop-down list box and there are variations.
On the built-in monitor, this can not be done in any way.
I don't understand what you mean by "normal use". Enivey, It does not depend on the frequency of the screen in any way. Only from the video sequence that you are looking at, whether it is a system window or a video clip.
