How to change REFERER? perhaps via ChromeOptions (chromedriver-selenium-java)?

I can't change the referer in any way.
Tried through the extension ModHeader_v2.2.9
But still the sites https://www.whatismybrowser.com and https://referer.rustybrick.com give an empty referer.
The bottom line is that when loading the site, the browser emulates the transition page, i.e. the referer value itself.
Can anyone suggest how to do this?
