How to change monitor borders in windows 7?

As you can see in the image, on the right is a white stripe, a matrix or a train, I don’t know the exact reason, but not a fact. So I'm interested in what way it would be possible to move the border to the right?

Set the resolution to a higher width. If the aspect ratio is 16:9, then set it to 1600x900 or 1920x1080. If there is a small font, then set the scale to 125% in the screen settings.
