How to change ftp password for proftpd centos 7 user?

Hi everybody.
proftd installed on centos 7 server.
In the proftpd.conf configs, authorization by the proftpd.passwd file

AuthUserFile /etc/proftpd.passwd
RequireValidShell off
ListOptions -la
PassivePorts	35000 35999

The proftpd.passwd file contains the lines
user1:$1$JxapJQbn$pE42o85v3IPodgV9Agfnc1:500:500::/var/www/site/data/:/bin/false
user2:$1$ekNTZij+$90O6UOI2tYyAOPI8e9Rjw.:500:500::/var/www/site/data/www/site.ru:/bin/false

I'm trying to change the passwd user1 password. Writes that there is no such user. But with passwd user2 I change the password, but in the end it does not change.
How to change the password?

Proftpd has its own utility for changing passwords in this file
