How to change folder permissions to "unlock" files?

Hello!
I have this problem in linux ubuntu 18.04 LTS.
There is a folder with open access. On the scanner, I choose to scan files and they automatically go to a folder in Ubuntu.
After All files in this folder with a little lock on the corners.
This folder is also open on RDP in Windows and I cannot open these files there because of "locks".
The folder itself is open. I can create new files in it and write to it. But for example, I can’t extract files with a lock.
HELP PLEASE resolve the issue to remove these locks and also so that for new files they do not appear after I scan

Look with what rights of what user they are created.
You, as I understand it, have a user connected to the scanner, but Windows does not have the rights to read files created by this user.
Or if the scanner is local, then they are created under the user under which you press the scan button.

There are actually 2 or 3 options, or if it gets hot, then more.
1. Connect a folder in Windows with user rights.
2. Scan not to a local folder, but to a network folder \\Server\folder (Windows notation). So that the samba server under ubuntu creates them with the necessary rights with which Windows can read them.
