How to change folder permissions on Ubuntu 14.04?

Unable to change folder permission on VPS on Ubuntu 14.04.
chown www-data:www-data -R /var/www/html/owncloud/
Writes to all files - Operation not allowed.
And if nothing happens with sudo.

If you mean that nothing is written, then it should be so.
ls -l /var/www/html/owncloud
after that what will show?
