How to change Fn keys on laptop keyboard?

On a Packard Bell TV11HC laptop, I have such a keyboard (Fig. 1). But the function keys work like their analogue under the Acer brand (Fig. 2).
Where is this information recorded and how can it be changed? Drivers from offsite are installed.

What system? If windows, then no way. In Linux, you can customize hotkeys to your heart's content, but the configuration process itself depends on the DE.
Try writing directly to the manufacturer.
