Hello! Please tell me how to change the IP address without using a VPN? Tried restarting the router but still the same ip address. How can it be changed?

You can try turning off the router for a few minutes and then turning it back on. If you turn it on right away, your IP will be released and can immediately return to you (but it depends on the provider, on the settings of its DHCP server), and if you add a delay, your IP is more likely to go to another subscriber.
It is not necessary to reboot or turn off the router, there are buttons or other controls that allow you to release the address and request it again if you disable the connection with the provider and return it.
It may be that you have an internal IP, it will change when you reconnect, but the external one will remain the same (the entire group of internal addresses works through one external one). Then it is difficult to do something, since the external IP is given, as a rule, statically for an additional fee. In such cases, it is better to choose a large provider - they have larger address ranges, and subscribers from the same internal IP subnet work no longer through one external address.
