How to change currently active Windows code page programmatically?

How to change currently active Windows code page programmatically? Or, if it's more mundane, I want to set codepage 65001 and call CreateFileA, passing the UTF-8 string as the first parameter there. In order not to depend on which system, and which code page is the default in it.
PS I do not want to use CreateFileW.
