Google distinguishes not by the country specified in the profile, but by where you make transactions from (try using an American card and IP to pay for the purchase and you will immediately see), as well as by where your connected devices are located (smartphone, tablet, computer with a browser).

Unfortunately not. I live in Germany, the card for payment is German, the phone is from Estonia, the account settings are Russia. There is no way to convince Google that I live in Germany. And I also can not figure out how to change the country in the settings.

I had the same issue. I have tried everything suggested on the internet. I decided simply. I created a new account, and left all the data of the old account except for the email address.
