How to certify a site?

How to “certify” a site (someone else's) in the form in which it is today at minimal cost, so that it would be legal in court?
Does a notary certify? Do you have experience how expensive? Or is Google Cache Enough?
The same question regarding the pdf-document posted on this site.

It is necessary to prove that at this point in time it (website, pdf) looked exactly like this. In case of changes by the owner, a sudden downfall of the site and other interference.

Few notaries undertake to certify sites, but if you google you can still find it.
Key words "certification of the site", "certification of the site pages".
As a result, a “website inspection protocol” is issued to which page snapshots are filed.
Only this type will have 100% power in court; the court is unlikely to pay attention to online archive or cache services, since there is no way to verify the accuracy of the data.

I called several notaries with the same question “I need to certify the site page. That my photo is located on this page of this site. What is needed for this. All answers were the same: “How is it?”, “What for?”, “No, I won’t do it.”

They say that archive.org has a certain authority if you need to prove that something was on the site so many years ago. If this is still on the site, of course, a notary.
