How to catalog personal photos?

Good afternoon!
There are a lot of travel photos, home events, just random photos of friends.
How can you catalog all this? A self-written solution seems to be ideal, which cataloged photos from a disk by tags (names of friends, places, dates), there are a number of reasons:
1. Unlike pikas, this solution would only work on the disk where photos are stored (external hard drive)
2. Unlike lightroom, this solution will be lightweight (not entirely sure) and free
3. Unlike cataloging by dates and places, it would be possible to quickly find photos of a friend from different years and places
. Has anyone come across such an implementation? Are there programs that refute the top three points?
Is it possible to make such a decision yourself? Is it possible to add tags to photos and use them to display photos in a regular html file?
UPD: perhaps I will add in order to cut off stupid answers. everything is very simple for professional photographers, for example, they make folders:

But such plasticization is absolutely not necessary for an ordinary person. I need to be able to click on a name to get all the photos that have this person, and by clicking on a place, get all the photos from that place. A photo with me, wife and child from Milan should be found if you click on my name, or on the name of the child, or on the name of the wife, or on the name of Milan, or on the name of Italy. It would be ideal if she was on two filters - Wife + Me, or three: Wife + Me + Child, and so on.
To do this, I would like that at the stage of preparing an archive or uploading new photos, I could simply select a number of photos and click "I" or add any tag. For example, "Scream", "Printscreens of stupid answers in comments"

Sit down and write in 2 days. Store meta information in sqlite for example. Photos on the disk in the form of hashes (names).
