How to call the customer base with switching to the operator?

Available: virtual number with SIP connection, customer base (~150 subscribers).
I need to implement the following scenario: calling clients one by one using this database and playing a recorded message to them (a proposal to evaluate the quality of service).
The client can:
1) press 1 and connect with a real operator (the operator may be "on standby" next to the computer)
2) press 2 - the "call back later" mark appears in the database
3) hang up - the "do not call" mark appears in the database I have some experience with Asterisk, but I would not like to raise a server for a one-time simple task, program call scripts, and so on.
The scenario is elementary and I would like to know if it is possible to implement it "in a simple way", perhaps some kind of soft IP-phone allows you to do this. The database format for calling is flexible - Excel, SQL, etc.

I don't see an alternative to Asterisk/FreeSWITCH for such a task.

This can only be implemented through Asterisk and AMI. Write a script for connecting to ami, start a database with numbers, and a web interface for managing this entire system.
There is already a ready-made system of such a plan, I have contacts in PM.
