I'm not interested in a service program, but rather some kind of Android solution or some way to insert a SIM card into a computer and make calls. Needed for girls in the call center.

Megafon has a Multifon service . Connect it for your megaphone SIM card, get a login and password for SIP telephony, then use them in any application / program for SIP telephony, such as Zoiper or MicroSIP (easy option for Windows). You can use Megafon's own client, but for Windows it is no longer supported due to a planned major update. The incoming mode is configured by the mobile application, outgoing ones come from your number. Tariffs for outgoing individual (the existing unlimited will not work).
