How to call from a 3g modem connected to a router?

Tell a noob, is it possible to call any regular number via SIP or only local to those who are added to the asterisk config?
I make a bunch of router on OpenWrt + 3G modem with voice + Asterisk.

If you mean sip-sip calls, then you can only call servers that allow external connections, and there are not very many of them.
