How to call a python function not through a script?

I have a discord bot in python and a steam bot in c#, when the bot receives a message in steam, the method is triggered. I need to call a specific python function (eg SendMessage() ) through this very method. the discord bot is already deployed on heroku, you just need to learn how to call a function from it not through your script, but through the c # bot. webhooks won't help here??
