How to calculate the maximum number of users for a server?
Soon I will buy a single board RADXA ROCK PRO. I will install Ubuntu Server 14.04 on it. Then apache and so on. Tell me, is it possible to calculate the maximum number of visitors so as not to set fire to a single board, and if so, tell me how?

Only through load testing. Plus statistics on the average number of requests per second from the user.
The load capacity depends very much on the configuration, the amount of free memory, service settings, etc.
From personal experience with similar mini-PCs, the performance and resources are enough for 150-200 shell sessions, after which severe degradation begins due to problems with IO. This is enough to serve 300-400 simultaneous connections to a simple web server, with "acceptable" latency.
But Apache is too heavy for such machines :(
