How to calculate the development time and budget of an android application?

I have an implemented api for a mobile application.
I am currently looking for a client developer. I don’t understand yet how I will work with him, full-time or on a piece-rate basis.
I would like to understand the adequate time frame for the implementation of the project in general.
I must say right away - I didn’t work with android, from more or less similar - only angular.
Share your experience - how to calculate the development time of a mobile application? What else should be included in the budget right away?

Just like it is calculated for any other application.
In android development, there is nothing so different from other stacks that would somehow affect the evaluation process in a special way.
Well, except that you can still discuss the publication in the store separately, plus the supported versions of android and screen extensions.
