How to calculate a certain number of Userpoints from certain users daily?

The bottom line is this:
There is material that has been published.
It doesn't show up anywhere.
In order for it to be shown in Views, it is necessary to mark this material with the "priority" flag.
Priority costs 40 units. per day
Task:
Create a rule\script that will determine the material for which the user will be charged userpoints, according to the flag set.
