How to bypass traffic blocking?

Hello. The point is the following. I use wired internet. Previously, the provider limited access to the network, i.e. it was possible to see text pages, but there is no audio, I’m generally silent about the video. Now it completely blocks access to the Internet, as a result, there is no access on average for 7-8 hours a day, and these hours are divided into equal intervals - morning, afternoon, evening. It is not possible to change the provider, it is a monopolist in our country.
Thinking that the provider can somehow block ip, I tried to use vpn extensions for chrome (desktop) - they do not give anything, but smartphone applications, of which there are more than enough in the play market, do their job.
The use of extensions and applications, if we consider security, does not seem to be a very good choice, since I use ps access, data safety is an important factor.
I'll move on to the question.
What is the way out of this situation (safe in terms of use), third-party resources, or maybe some programs?
