How to bypass automatic ban on Google Play?

I have a movie app that gets banned for rights. After 5 successful releases (and then bans), I can't publish the app.
Everything is fine with the account, every time a new developer, a new map, VPN.
I create an application, each time a new logo, name, description, screenshots.
Package change, obusfaction.
I publish the application - and it does not appear in the market, but is automatically banned. What could be the problem?

It is not possible to bypass the automatic ban, more precisely, even if you pass the bot, then a manual check by the moderator will follow, as a result of which - a ban, or even a complete blocking of the application. Drop it and start a new project.
Rumor has it that if you already had a comment, a moderator is "hooked" on you, and he checks each of your applications posted on Google Play.
Google also tracks your IP address and even your hardware. Try it with a completely different Internet, a new account, new hardware, a newly downloaded development environment, a completely rewritten application, start life from scratch, and then you will be able to get through the “blocking” of the application for a while, so to speak, until the next complaint. (And that's not a fact.)

Have you tried signing the application with another certificate?
