How to buy an account on educator.com (AVS interferes)?

I really want to buy a full account on educator.com.
Recently, purchases require AVS (Address Verification System) verification. Google suggested that in our country this system still does not work and our banks, in principle, do not want to confirm the address. And therefore, do NOT buy an account from Russian bank cards.
But what if I'm wrong? In fact, educator allows you to choose Russia and even my city (St. Petersburg) in the form, but how to proceed?
