How to bulk process images?

Hello. Please advise how to proceed. There is a catalog of images of 2500 pieces.
This format, but without the picture, left circle and text:

Each image has its own picture, left circle and text. All data is loaded from the database. The user needs to be able to save the image. I would do everything manually, but the data changes every week. All images are in PNG format.
Can this be done with PHP libraries? Or maybe some programs, I will do it once a week.
