How to build the fastest computer?

Hello.
I asked myself: how to build the fastest computer at the philistine level?
Basic requirements: the fastest possible transition from off to ready for operation and overall performance.
Windows OS. No video card needed. Acceleration is not needed.
Points to consider:
Processor - number of cores, cache and clock speed - more is better.
RAM - more frequency is better, timings - less / better.
SSD - PCI-E 4.0 x4 M.2, read/write the bigger the better.
Motherboard - it is clear that with the support of the above, a 10 Gb network card (optics), what else to look for?
Bios with QuickBoot/SpeedBoot support.

P.S. SSD - PCI-E 4.0 x4 M.2 - I wrote because I saw the fastest SSDs based on it. About Intel - Optane I know - but the prices bite.

Considering that modern hardware is fast, here, no joke, the faster the BIOS works its part, the faster the launch will be. But what difference does it make if 2 is seconds or 4? It's still too fast for a person, and if you need it even faster, use sleep modes, and don't turn off your computer all the time, that's all. And to make hibernation fast - NVME SSD to help, that's all.

too vague. Comp is a tool, a tool is made for a task. The task is not clear - it is impossible to take a suitable tool.

you mean that "the built-in will suffice"? Like you don't play games? And under what then a computer?
