How to build an information portal in 2020?

We need to create an information portal from scratch. There should be several sections like "news, catalog, contacts", so content managers need to have a convenient cms to add, for example, news and products to the site. Additionally, you need to write a backend so that, depending on the interests of the user, interesting products are selected for him and this works with his cookies (so that, for example, this selection of products is not reset upon reboot). At the same time, I don't want it to take a long time to load. Plus, it is also necessary that all this does not become outdated in six months, because the project is planned for a long-term one and it is necessary that then it would be possible to expand all this, fasten new features, etc.
Previously, I have already made small sites with cms, etc., but these were small projects without a backend.
Ready to learn anything, this is no problem.
The main question is: how and on what to build such an information portal?
For example, you can first make just a layout, then attach some vue to it and somehow make it all friends with some modx or joomla

Learn and add a module (or everything from scratch, even if you wish).
Every CMS has its own framework!

Judging by the task, you need a framework, and judging by the question, it will not help you solve the problem at the moment. Try October CMS :

  • modern;
  • flexible;
  • powerful.

All this thanks to the Laravel Framework under the hood. From examples of large portals on it:

  • jurist.by .

Both are quite complex technically, with a large number of internal services "under the hood", "live" on several servers, with high daily attendance.
