How to build a traffic drop alert system if there are a lot of sites?

The company works on b2b scheme. There are many partners in the system, each partner has its own websites.
The task is to make a notification system for the termination or significant drop in traffic for partners. The task is complicated by the fact that traffic can go unevenly, i.e. yesterday 8K visits, today 0.5K, tomorrow 10K. In the future, I would like to shift this model to other data slices (for example, countries).
Tools for work - Oracle PL\SQL.
Where to read about such models for notifications, spy on ready-made implementations?

You probably need to build baselines for weeks and months and compare them with data for, say, the last day - implemented by quite trivial SQL. Notification, for example, via utl_http.
