How to build a shape that can be rotated and moved?

I need to display the view from the windows on the yandex map, this is an object that needs to be rotated and moved along with the picture.

I tried to create a Placemark object, but it cannot be rotated and it zooms along with the zoom map, then I started working with a polygon, but by rotating it, the picture remains in place inside it and it is difficult to create a small square polygon based on a given coordinate point.
Help please who faced or who knows.
I also stumbled upon the camera object and the camera view, very similar to what you need, but I could not find the info in the dock (

I didn’t find anything similar, I made a functionality in the admin panel to add a polygon to a map of 2 points, then I found a degree between 2 points and saved it to the database: lat, long, angle
This will allow the image to be displayed at a certain degree, I hope.
