How to build a personal online knowledge base?

Hello gentlemen.
I am a fairly young developer, but have been suffering from the lack of a subject for quite a long time.
Why do I need it.
Quite often, interesting publications come across that I would like to keep, but having learned from experience, I no longer store links to resources on the web.
I would like to save pieces of my code for its reuse (after all, it happens that the task is not unique, but cumbersome to remember).
I would like to keep my examples of using libraries, .. and all that.
I used to use Evernote, but since it has grown into my collective documentation, the desire to continue using it for personal purposes has disappeared. I really like Spinx, but I would also like offline from a smartphone (I have BlackBerry 10, but you can raise samba or something else).
What do you think about this? Do you use something for the same purposes?

Evernote variations, the same Overnote or GoogleDocs
but it is better to use offline (sync via Dropbox) - Essential PIM
