How to build a network between two mikrotik?

Good day to all.
I have a problem, but I can't figure out how to solve it.
There are two offices in the first 2 providers, in the second one.
At the moment, they are connected to a common grid via IPSEC through the first (main) provider, the second one is not yet involved.
1-Task) If the main provider fell off in office 1, ipsec would get up through the second provider and get back up when the main provider is restored.
2-Task) divide computers into groups according to certain ip on the network to access the Internet:
1 group: always go to net through the second (backup provider)
2 group: go to net through the first provider, and when it is turned off through the backup (when the main provider, back to return to it)

The problem is that you are trying to come up with , but you need to know.
Lift at once two Ipsec tunnels in them lift any tunnel for example ipip.
and through them, send traffic, with a normal distance, the router itself will determine when it is necessary to switch traffic to another tunnel.
