How to build a dev package from source?

For example, I downloaded the source code of the library, did ./configure, make, checkinstall and got the package liblibraryname. But how do you get libdevlibname?
How to build a developer package? Thank you!

Link to guide for maintainers. In short, *-dev package should create symlinks to libraries and put headers in /usr/include/.
