On linux vlc or ffserver it would be no problem, but on Windows it would be possible to add a bat file to vlc to autoload, of course, but vlc will hang minimized in the taskbar, which will obviously interfere.

UPD: I came across screen-capture-recorder in conjunction with FFmpeg, but I can't get it to go online in any way. If you write to a file, then
ffmpeg -f dshow -i video="screen-capture-recorder" -r 20 c:\screen-capture.mp4
But in RTSP or MJPEG, nothing...
