How to broadcast IPTV to the local network from a smartphone?

Is there any android application that allows you to stream (for example, just a smartphone screen) to a local network IPTV signal for a TV?
I have an old TV with a set-top box that supports IPTV (a file of the ".m3u" or ".m3u8" format is loaded. I would like to display a picture from a smartphone on the TV. Is it possible to do this? Are there any applications? Did this from a PC in OBS program, but in a smartphone I don’t know how to do it.
