How to broadcast a Logitech webcam on a website?

There is a laptop, it has OC Ubuntu 16.10, there is a simple usb Logitech camera. How to make it so that you can turn on this camera and broadcast over the web. I'm doing this for the first time. Perhaps these things are not compatible and I need a different camera altogether. I heard that the camera has an ip and you can connect to it.

Ordinary usb camera? Then you can try to stream through vlc
