How to bring a volume online?

Storage HP P2000 G3 MSA
I can't mount the volume to the new server, when the disk status is changed to online, the disk manager hangs.
Changing the state of the disk using diskpart also fails.
Tell me what am I doing wrong?
In more detail:
There is a volume ASUGS02_v001 which is connected to the OldHost server.
The connection is made via an HBA adapter via Fiber Channel
The OldHost server is running Windows Server 2003 Standrd x64 SP2.

# show volume-maps ASUGS02_v001

Volume View [Serial Number (00c0ff1a9a390000fb521c5401000000) Name (ASUGS02_v001) ] Mapping:
Ports LUN Access Host-Port-Identifier Nickname Profile
--------------------------------------------------------------------
B1 114 read-write 50014380242a4378 OldHost Standard
no-access 51402ec000538644 NewHost Standard
B2 114 read-write all other hosts Standard

Next, I detach volume ASUGS02_v001 from the OldHost server and attach it to the NewHost server.
The NewHost server is running Windows Server 2012 R2 Standrd.
# show volume-maps ASUGS02_v001

Volume View [Serial Number (00c0ff1a9a390000fb521c5401000000) Name (ASUGS02_v001) ] Mapping:
Ports LUN Access Host-Port-Identifier Nickname Profile
--------------------------------------------------------------------
no-access 50014380242a4378 OldHost Standard
B2 114 read-write 51402ec000538644 NewHost Standard
B2 114 read-write all other hosts Standard

After connecting the volume to NewHost, it is in the Offline state.
When the state changes to online, diskpart hangs, the disk manager also does not respond.
After rebooting the NewHost server, diskpart is also not responding.
Before switching to the Online state, I tried to remove the readonly attribute - it does not help.
diskpart
DISKPART> list disk
Disk ### Status Size Free Dyn Gpt
-------- ------------- ------- ------- --- ---
Disk 0 Offline 1116 GB 3072 KB
Disk 1 Online 410 GB 0 B
DISKPART> select disk 0
Disk 0 is now the selected disk.
DISKPART> attributes disk
