How to bring a site to the TOP in a small town?

There is a small city of 30,000 people, there is a company in it that needs customers from the Internet.
Niche: electrical work.
Yandex.Direct is no longer available. Even after the recent addition of smaller towns, our town is still missing.
All that's left is SEO.
In general, in the TOP-10, all sites are Russian portals with articles like "my own electrician."
I think... should PS systems give preference to sites geographically tied to this city? If not, then how to butt heads with portals full of articles?

On the site you need to present all the services you provide, i.e. not just "wiring work" but group them into categories and present it the way people are looking for.
For example, if a person needs to install sockets and connect a chandelier, he searches for "installation of sockets voronezh" and "installation of a chandelier prices moscow" - something like that. So you make a page on the site where you describe your services for working with sockets - indicate the price, additional nuances, if any. Likewise for other services.
You also add the site to the directory of organizations in Yandex and Google, so that your company is immediately shown on the map for specific queries from your city.

Relevant titles, descriptions, meta tags, such as: electrician in %mycity%, installation of meters in %mycity%, etc.
