As it turned out, in win10, by default, the ability to enter safe mode ( safe-mode ) was removed at Windows startup. Now, in order to get this opportunity, on a WORKING Windows, i.e. in advance, execute the
command as an administrator.
And only after such manipulations, the good old F8 will make it possible to get into the system start selection menu.
It is best to do this with such a batch file run as administrator (the displaybootmenu command from practice is not very necessary, but it is also recommended to set it):

bcdedit /set {bootmgr} displaybootmenu yes
bcdedit /set {default} bootmenupolicy legacy
timeout 20
exit

if you press Reset several times (2-3) during the boot, the recovery menu appears)
