How to boost google ad up?

So I created an advertisement ad, but it is at the very bottom of the page. Gave a maximum pay per click of 0.03 cents. How to put it up? Should I raise the max price or can I raise the minimum price there?

1) Increasing the relevance of the ad to the query. (based on valuation)
2) Increase in value
