Please tell me how to make a blur with a smooth transition, such a plan in photoshop?

If you want to make a smooth blur, then 1) copy the layer with the image,
2) blur it by gauss,
3) put a layer mask on the blurred and black and white gradient to your heart's content.
Well, the transition is a similar method.
1) a layer with the desired color on top
2) a mask with a gradient.
