How to block torrents on Mikrotik?

Tell me such a moment - it is necessary to prohibit the download of torrents using Mikrotik. I tried the methods described on the Internet and the following problems arose:
1. Blocking udp ports above 1024 is used, as a result, torrents are cut, but IP telephony stops working
2. Instructions for blocking through Layer7 do not work at all
3. Other methods that are not completely close this type of traffic and most torrents download without problems.
As a result, I could not find a decent instruction and I ask you for help.

Firstly, I agree with the answer above that initially the policy in the organization should be: "everything that is not allowed is prohibited" (and this applies not only to network connections), and secondly, you can prohibit the use of torrent programs (and not only them) by order of the management with the designation of fines (deprivation of the bonus, part of the salary, and so on), thirdly, if you have raised AD - you can block the launch of applications through policies, fourthly - if you have Antivirus software - you can block the launch of such programs using it ( if such functionality is supported).
You can go the other way. Why block torrents? If the watchman's syndrome, then yes, block completely. But I would limit the speed when the specified level is exceeded. For example, if the entire channel clogs for more than 10 minutes, then limit the speed to 56 kbps.
