How to block Microsoft&Co CDN?

Good afternoon, how to block inexplicable operating system traffic (with disabled updates and formal lack of network services) to CDN? For example
amsterdam-2.cdn77.com
kiev-2.cdn77.com
kiev-85.cdn77.com
london-2.cdn77.com hosted-by.leaseweb.com
Subdomain
IPs are constantly changing, names too.
Locally on a Win8.1 computer, using Outpost Firewall Pro 9.1, this cannot be implemented.

Look for viruses, a clean system, and even with disabled updates, does not rummage around these addresses. In terms of CDN, Microsoft is working with Akamai, so the addresses there would be appropriate.

The netstat -p option will add "PID/Program Name" to the netstat output. Try in cmd console
netstat -pano
