The built-in firewall in Win2012 and so by default (like most firewalls) blocks ALL incoming connections (including those from the local network), except for those specifically allowed.
To open a connection from a specific IP address, you need to create an inbound rule in Windows Firewall (Start - Administrative Tools - Windows Firewall - Inbound Rules - Create Rule - Custom - Next - Next - and specify the remote IP address from which connect.)
In addition to filtering by IP, filtering by the ports / programs used would not hurt (after all, you don’t need all the services remotely, right?).
In general, filtering is usually configured on the gateway / proxy in order to protect not just one server, but the entire local network.
